Join The Presidents’ Council and Carl R. Kirkland Jr. the Director of Business Development & Contract Compliance from The Greater Cleveland Regional Transit Authority (GCRTA) on August 23, 2023, at COhatch in Beachwood from 5 pm – 7 pm to discuss their How to Do Business with GCRTA.

Personnel Bio:

 Carl R. Kirkland Jr MBA, CCA, MCA, ECMCA is Director of Business Development & Contract Compliance at the Greater Cleveland Regional Transit Authority, where he provides Contract Compliance, Federal Transit Administration Monitoring & Reporting, Minority Goal Setting, and Outreach Awareness for the Greater Cleveland Regional Transit Authority’s Disadvantaged Business Enterprise (DBE) Program.  His duties include Contract Compliance, FTA Monitoring & Reporting to ensure the DBE contract requirements are communicated to all necessary parties properly included in contract documents, and contract terms and conditions are met to establish DBE participation goals on contracts exceeding $25,000. Based on identified subcontracting opportunities ready, willing, and able certified DBE firms, makes a 3-year estimate on the overall opportunity that will exist for DBE participation on contract bids during the Federal reporting period. This estimate becomes the overall DBE goal for the Federal Fiscal Year. The goal is calculated according to a methodology approved by the Federal Transit Authority (FTA) and submitted to the FTA every three (3) years for review and approval.

Carl is an experienced Senior leader with a diversified background in deployment of structure, tools and creating culture for execution of strategy, applying contracting methods, budgets, cost structure, and eProcurement for 30 years collaborating with leadership on best practice modules and continuous improvements.

Prior to joining the Greater Cleveland Regional Transit Authority, Carl was the Senior Project Manager and Change Agent at Cleveland Clinic, where he led in the deployment of structured tools, FasTrac methodology, and key strategies of the enterprise engagement programs, vendor relations, and Supply Chain Management.

Carl is married and father of two adults Austin R. Kirkland, a graduate of Notre Dame College, Shavonte’ S. Kirkland-Wiley, a graduate of Miami University of Ohio, 2 bonus children, and 9 grandchildren.

Carl has been a member of Alpha Phi Alpha Fraternity Incorporated for 35 years; he served in many roles on the local, Regional, and National levels. Carl is a national member of the American Contract Compliance Association National Training Institute where he served as the passed Regional Coordinator representing 11 states of contract compliance. Carl is a past Board of Advisors for the Boys and Girls Club of Northeast Ohio, and Past Trustee for the Cuyahoga Valley Scenic Railroad, Carl is a board member of Faith United Community Credit Union.

Carl received his bachelor’s & Associate of Science in Marketing from Dyke College, his Master of Business Administration (MBA) with a concentration in E-Business from the University of Phoenix, Certifications as a Contract Compliance Administrator (CCA), Master of Compliance Administrator (MCA), and Executive Certified Master Compliance Administrator (ECMCA) from Morgan State University. Carl received his Certification as a Certified Public Manager (CPM) at Cleveland State University.
